Work is at a standstill, tenders are falling through, and equipment worth millions is falling apart. For the umpteenth time, the question arises as to who is responsible and will the citizens ultimately pay for the damage?
While unofficial information from TV Vijesti suggests that this possibility exists, the Ministry of Public Works claims that the responsibility lies with the contractor, which points the finger at the state.
