The Constitutional Court of Montenegro will hold a public hearing today, for the first time in eight years, and for the first time allow citizens to follow it live via the internet and television, and will discuss initiatives to assess the constitutionality of the Law confirming the Agreement on Cooperation in the Field of Tourism and Real Estate Development between the Government of Montenegro and the Government of the United Arab Emirates.
The agreement was signed earlier this year with Emirati officials by Prime Minister Milojko Spajić, and a lot of dust was raised around it, which was fueled by the announcements of large investments by Arab billionaire Mohamed Alabar on Velika Plaza and in other parts of Montenegro. The agreement was also protested by the non-governmental sector and environmentalists in front of the Parliament, but the ruling majority eventually adopted it. After that, several initiatives were submitted to assess its constitutionality, and the submitters claim that the agreement was adopted contrary to the Constitution and that it could have serious consequences for the interests of the state, which the Government denies.
In addition to the judges of the Constitutional Court and the initiators, as well as representatives of the Government and the Parliament, international experts will also present their opinions at today's public hearing: a professor of constitutional law and former president of the Constitutional Court of Montenegro. Mladen Vukcevic, professors of constitutional law Đorđe Gardašević from Zagreb and Vladimir Djuric from Belgrade, professor of public international law and former judge of the European Court of Human Rights Nebojsa Vucinic, professor of private international law Vladimir Colovic from Belgrade and professor of international private and environmental law Maja Kostic - Mandic.
