Amendments to the excise tax law, which are in the parliamentary procedure, have introduced so-called nicotine pouches – known as snus – into excise products. These products were not previously regulated as tobacco and nicotine products and were freely available, which is why they were also available to children.
The World Health Organization is proposing a complete ban, and a study by the Institute of Public Health showed that 20% of high school students use snus. Is it possible to stop the spread of these products in Montenegro, or is the battle already lost?
