Even after two rounds of voting, the Council of the Agency for Audiovisual Media Services has not elected a president of that body. The members of the Council chose between Branko Bošković, a representative of the University of Montenegro, and Duško Vuković, a representative of non-governmental organizations.
In both rounds of voting, the result was identical: two council members voted for Bošković, one for Vuković, while two members abstained.
"Given that there is no clear procedure for what happens in such situations, only some general rules of administrative and institutional law can be applied. So it is logical to repeat the procedure of proposing council members, accepting candidacies and their election. However, this procedure cannot be repeated indefinitely," said Sunčica Bakić, director of the Agency for Audiovisual Media Services.
In order for the president of the AMU Council to be elected, it is necessary for three members to vote for one candidate. Bošković, the previous president of the Council and now a candidate for that position, resigned at the end of last year after the Agency for the Prevention of Corruption determined that he had violated the law by voting for himself while he was president of the former Agency for Electronic Media.
"We will see when the next session will be held, some informal date has already been agreed, and because the procedures for electing the president are as they are, and taking into account the decision of the Agency for the Prevention of Corruption, we will see what the results will be at the next session. Today, due to that decision, or a new legal moment that the decision introduced, we were unable to elect the president of the Council," said Bošković.
And the next Council session could be held on February 3rd.
"We remain members, and who will chair the Council, that is now the question. So, it may happen that one of the proposed candidates for president drops out in favor of the other. Well, we'll see. I think I will not drop out, so I have in mind, this is important to emphasize, this is only my fourth time, so, despite the persistent obstruction of the parliamentary majority, I barely got into a position to be a member of the Council and now I really will not give in," Vuković emphasized.
Although the vote was secret, judging by the results, it is assumed that the proposed candidates, in accordance with the rules of procedure that state that they cannot vote for themselves, abstained. It is assumed that their proposers voted for the candidates, namely Andrijana Nikolić, who proposed Vuković, and Edin Koljenović, who proposed Bošković. Given that Bošković had two votes, it is assumed that the second vote came from the representative of CANU, Niko Martinović.
