The document signed by the Government in November in Abu Dhabi contains the same controversial provisions: investments without tenders and the state's obligations towards the investor.
However, this agreement will also be subject to constitutional and legal scrutiny, as the first announcements of initiatives to the Constitutional Court for its repeal are coming.
Some state institutions believe that the new agreement with the Emirates could be detrimental to European integration and the closure of Chapter 8.
