Most schools in Podgorica and on the coast operate in multiple shifts, and the construction of new facilities has been delayed for decades. The fact that children are crowded into Podgorica schools and that entire new neighborhoods, such as the City Quarter, do not have them is a great defeat for Montenegrin society.
