At the end of 2025, Montenegrin citizens owed banks 2,43 billion euros, and nearly 170.000 people were in debt.

Economic analyst Mirza Mulešković said in the morning program of TV Vijesti that the increase in debt was expected due to the administrative increase in salaries and inflation, which raised creditworthiness, but also the cost of living. He pointed out that citizens are increasingly covering their needs with loans, instead of current income.

The debt structure shows the dominance of consumer loans, 46 percent are general-purpose, 34 percent are housing loans, while refinancing and mortgage loans each account for 7,5 percent.

He says that bank regulation and control are working, and the number of bad loans is low. Borrowing growth is expected to slow in 2026.
