Cases of people with severe psychiatric illnesses, which require simultaneous medical treatment, social protection and a certain level of supervision, are a serious challenge for the system. When there is no effective coordination between the authorities, issues of accountability and the protection of the wider community arise. How to ensure full respect for the rights of people with mental illnesses, while at the same time preventing risks to the environment? Are citizens sufficiently protected and where is the line between individual rights and public interest? Do institutions react preventively or only when an incident occurs?
