The new system of the Tax Administration of Montenegro has faced problems due to the inconsistency of the Law on Business Companies and the Law on Registration of Business and Other Entities, adopted in July. Sava Laketić, Director of the Tax Administration, pointed out in "Boje jutra" on TV Vijesti that the problems will soon be fully resolved, as the amendments to the law are already in the parliamentary procedure.

"Currently, the company registration process is not functioning because there is legal uncertainty. The documentation that notaries can accept is not in line with legal requirements, and if the Tax Administration were to accept documents in a format that they can sign, we would be violating the law. The Registration Act strictly prescribes electronic registration, so the paper system could not remain in legal circulation," explains Laketić.

He admits that even the Tax Administration was not fully aware of the extent of the problem.

"We pointed out that there could be confusion, but we were not aware that the impact on the business process could be so great... I cannot say that the laws were not prepared in detail, they are also harmonized with the European Union. The problem is the speed of adoption and the large number of reforms being implemented in parallel... Once again, I appeal for patience, no one will suffer damage due to technical problems in the system," he stressed.

Laketić explains that in the first ten days, difficulties arose with logging in and merging old systems, because data from four registers had to be harmonized.

"The system has now stabilized. The prerequisites for process automation have been set and in the coming weeks we expect a fully functional and reliable system," he pointed out.
