Montenegro entered 2026 without a functional Committee for Comprehensive Electoral Reform, whose mandate expired at the end of last year, and whose work is crucial for the European agenda and the fulfillment of all obligations towards Brussels by the end of 2026.
The adjournment of the session on December 31 postponed the extension of the mandate, and a new decision on the formation of this body is expected in March.
The question is, however, whether the MPs will complete the work by June and avoid violating the ODIHR rule that election laws should not be changed 12 months before the elections.
