Komnenović: Dynamics of works on Tivat–Jaz boulevard below expectations

The President of the Municipality of Tivat, Željko Komnenović, assessed that the city is welcoming the tourist season with numerous infrastructure challenges, including delays in work on the Tivat–Jaz boulevard, traffic jams, and insufficiently prepared beaches.

He pointed out in "Colors of Morning" on Television Vijesti that the pace of work was below expectations, emphasizing that additional shifts should have been introduced earlier so that the project could be completed within the planned deadlines.

He particularly warned about the pressure created by seasonal flights at Tivat Airport, as well as upcoming international events that will further burden the transport infrastructure.

Komnenović stated that the traffic load could increase further if the continuation of the boulevard through the city itself is not realized, where new projects and land expropriation are planned.

"Realistically, I cannot be satisfied... It is clear that the pace of work was planned until the beginning of 2026. Of course, it was not respected."

Although he emphasizes that this is a complex project, he believes that certain steps should have been taken earlier. He also pointed to the additional pressure due to the start of the tourist season and major events:

"We already have 14 flights a day... Tivat is becoming a global event on June 5th, 43 delegations are coming and this route will be strategically very important."

Komnenović warns that even the completion of the boulevard will not completely solve the problem, but that the procedure for the boulevard through the city is underway and it is expected that those works will begin in the fall.

"When the works are completed... we will go from four lanes to two through Tivat and it is clear that this will mean new traffic jams."

Speaking about readiness for the season, Komnenović admitted that the situation is not satisfactory, especially when it comes to coastal management.

"If we know that the public company Morsko dobro expected 1.700.000 euros from Tivat in 2025, that they have invested around 400.000 in total for the construction of the 'Lepetani' coastal promenade in the last 15 years. That is all that has been invested. This year I see that they are announcing around 1.400.000 investments for 2026. However, these infrastructure projects implemented by Morsko dobro are not moving from a dead end. The construction of a sports field and a children's playground on Ostrvo was announced. It did not happen, as did the coastal promenade from Lepetani to Donjelastva, as well as the paving of the promenade in Donja Lastva... Let's not list all of these projects. What is important is that the level of income from the territorial municipality, or the investments of the Maritime Department, are not in agreement. That there is a great disproportion, and I have spoken about this in the previous period," he added.

Despite the challenges, the tourist season in Tivat has already started. There are around 2.000 tourists in the city, which is a higher level of visits compared to last year. Numerous events have been announced, including international gatherings and a rich cultural and entertainment program throughout the summer.
