Although protests in front of Montenegrin institutions are not that frequent, barricades in front of the Parliament and the presidential building have been part of the permanent decor for years.
The citizens of Podgorica don't even pay attention to them anymore, but some tourists assume they are there to prevent car parking.
And while the police are not answering why the temporary measures became permanent and how long they will last, Miloš Konatar from the URA Border Police - who has already initiated their removal once - is calling on the authorities to do it again.
