While municipal debts are growing, the number of employees in local governments and municipal enterprises is also growing.
According to data from the Ministry of Finance, local governments in Montenegro ended last year with a deficit of over 28 million euros, while tax debt exceeds 120 million.
The largest debtors are Cetinje, Berane and Nikšić, and more than 16.500 people are employed in municipalities and local companies.
