The business environment in Montenegro is stagnant, and is almost at last year's level, according to data from a survey conducted among 340 companies by the Chamber of Commerce in March.
Labor shortages and the shadow economy remain key business barriers for the economy, a large part of which believes that sick leave is very often abused.
