When will MPs vote on the Airports concession: CAAP challenges the legality of the tender process

Although the Government of Montenegro adopted the draft concession agreement for Airports of Montenegro a month ago and sent it to the Parliament, it is still unknown when MPs will vote on this issue.

Meanwhile, the Argentine company Corporación America Airports (CAAP) is challenging the legality of the tender process, warning of serious procedural irregularities, political pressures and changes to the concession contract that, they claim, are to the detriment of the state.

CAAP has officially sent a letter to the Parliament of Montenegro challenging the legality of the tender procedure for the award of the Podgorica and Tivat Airport concession.

The document submitted to the Speaker of the Parliament and parliamentary committees states that serious procedural irregularities occurred during the seven-year process, including, they claim, illegal re-scoring of technical bids.

CAAP recalls that initially the South Korean company Incheon International Airport Corporation had less than the required 80 points to advance to the next stage of the tender, but that after a repeated vote, it still passed the threshold.
