Ćulafić: Harmonization of the Eco-Fund Statute is still ongoing, the case of concreting the sea in Baošići, a test for Montenegro

The Eco-Fund Statute is still being harmonized, so that a new director of the institution, which has over 20 million euros in its account, can be elected.

This was stated by the Minister of Ecology, Sustainable Development and Northern Development Damjan Ćulafić to Television Vijesti, who pointed out that the case of concreting the sea in Baošići is a test for Montenegro.

Ćulafić's department presented the results of a public opinion survey on environmental protection and Chapter 27.

While the chair at the Eco-Fund is still waiting for a new leader, the resigned director Draško Boljević is doing his job without any problems. This will be the case, Ćulafić notes, until a new statute is adopted, which should define how the director and other management bodies will be elected.

Although the public has gained the impression that the Eco-Fund has been without management since the end of last year, Ćulafić claims that the institution is functioning smoothly.

"The new statute will also provide for new management bodies in the Ecofund, which will, among other things, define the method of electing a new director. But for now, things are very regular, employees are receiving salaries, public announcements are regular, so I don't see any excessive room for concern in any sense," said Ćulafić.

There are no concerns, says the minister, regarding Chapter 27 – Environment.

Ćulafić, during the presentation of the results of a public opinion survey on environmental protection and the 27-ica, said that the process of its closure is in its final stages. After the Law on Air Protection, two more regulations remain – on waste management and nature protection. Responding to the question of whether the disputed facility in Baošići will be restored to its original condition, Ćulafić reiterates that further proceedings are within the jurisdiction of the construction inspection.

"I say, this case is certainly a test for Montenegro. Is it realistic? I think it is realistic to uphold the law because it is imperative," said Ćulafić.

And, the survey showed that more than three-quarters of citizens support changing habits to protect the environment, while the majority believe that closing Chapter 27 will directly contribute to citizens' health.

The survey, which included 1000 respondents, was conducted by the Spektrum Analytics Agency. The results showed that more than three-quarters of respondents are familiar with the negotiation chapters, 70% support harmonization with European standards, and 60 percent support harmonization with EU standards, even if it increases costs for citizens and businesses.
