Three Ulcinj residents suspected of taking almost half a million euros from a fellow citizen at extortionate interest

Ulcinj residents Nikola Divljak (33) and Safet Bećiragić (25) were arrested on suspicion of committing the criminal offense of usury and endangering the safety of a fellow citizen. In addition to the two of them, a criminal complaint was filed against Ulcinj resident Goran Dulović (43), who is in custody for another criminal offense, for usury to the detriment of the same person.

This was announced by the Police Directorate, explaining that the three of them allegedly took slightly less than half a million euros from the injured party on the basis of usurious interest.

The security institution states that officers of the Ulcinj Security Department, in cooperation and coordination with the Basic State Prosecutor's Office in Ulcinj, in continuation of intensive activities aimed at detecting, clarifying and proving the criminal offense of usury, identified and deprived of liberty two persons, while they filed criminal charges against another person:

"Due to suspicion that they committed the criminal offenses of usury and endangering security, to the detriment of HA from Ulcinj, by which they allegedly obtained unlawful material gain in the amount of approximately 460.000 euros. By order of the state prosecutor at the Basic State Prosecutor's Office in Ulcinj, ND (33) and SB (25) from Ulcinj were deprived of their liberty on suspicion that they committed the criminal offenses of usury and endangering security, while a criminal complaint was filed against GD (43) from Ulcinj, who is in custody, on suspicion that he committed the criminal offense of usury," the UP said.

They explained that they suspect Divljaka of having, over a long period of time, given money to fellow citizen HA at disproportionately high interest rates:

"From 10% and 20%, and in some cases also daily interest, so-called penalties, in amounts of 200 to 2.500 euros, by which, as suspected, he acquired an illegal material gain in the amount of around 300.000 euros. SB is suspected of having committed the criminal offenses of usury and endangering security, to the detriment of the same person, in a way that, as suspected, he obtained an illegal material gain in the amount of around 100.000 euros by contracting disproportionate interest, while he also threatened the injured party HA with life and limb if he did not return the requested amount of money. Criminal charges have been filed against GD, by order of the state prosecutor, on suspicion that he committed the criminal offense of usury to the detriment of HA, in a way that, as suspected, he obtained an illegal material gain in the amount of around 60.000 euros by contracting disproportionate interest from him," the UP announced.

They point out that Dulović is currently in the Directorate for the Execution of Criminal Sanctions, because he was previously remanded in custody on suspicion of committing the criminal offenses of usury, endangering security, and illegal possession and carrying of weapons and explosives.

"As part of these activities, officers of the Ulcinj Security Department today conducted searches of facilities used by persons deprived of their liberty - ND and SB. During the search at ND, Peugeot and Ford passenger motor vehicles were found and temporarily seized, as well as a Piaggio Beverly motorcycle, for further checks and expert examination. During the search at SB, a 'Hatsan' air rifle, model 85, with accompanying ammunition, Audi and BMW vehicles, as well as a quad bike, which will be the subject of further checks and expert examination, were found and temporarily seized," the UP announced.
