The bankruptcy administration of the company "Vektra Montenegro" has accepted the offer of the Municipality of Budva to purchase the dilapidated building of the former Yugoslav River Shipping Company (JRB) near the Old Town, at a price of 7,1 million euros.
After the decision was delivered to him, the Mayor of the Municipality Nikola Jovanovic sent a letter to the Chamber of Notaries requesting that a notary be appointed before whom the local government would conclude the purchase and sale contract.
"The bankruptcy trustee of the bankruptcy debtor "Vektra Montenegro" in bankruptcy from Podgorica, in accordance with the Bankruptcy Law, and after the sale of part of the bankruptcy debtor's property by direct negotiation, makes a decision on the selection of the buyer. The offer of the Municipality of Budva for the purchase of real estate at a purchase price of 7.152.789,20 euros is accepted. The Municipality of Budva is declared the selected buyer," states the decision, which was seen by "Vijesti", and which is signed by the bankruptcy trustee Radojica Grba.
The selected buyer, or rather the Municipality of Budva, as it is emphasized, is obliged to conclude a purchase contract before a locally competent notary, within 15 days from the date of the decision on the selection of the buyer becoming final.
"When concluding a notarial deed of sale, the selected buyer is obliged to submit proof of payment of the entire purchase price," the bankruptcy trustee's decision states.
As explained, on December 24th of last year, a hearing was held at the Commercial Court for the sale of part of the assets of the bankruptcy debtor "Vektra Montenegro" by public invitation.
"For the purchase of part of the property in question, the offer of the Municipality of Budva was submitted to the court, which meets all the conditions of the advertisement for the public sale of part of the property of the bankruptcy debtor through direct negotiations, so it was accepted and a decision was made. The minutes stated that the sale was carried out without any comments or objections from any participant in the proceedings or interested person, and that the bankruptcy trustee will issue a special Decision on the selection of the buyer, which he does with this decision. With the issuance of this decision, the sale is final without comments or objections," the decision specifies.
The Municipal Assembly, by votes of the councilors of the ruling majority on December 31st of last year, gave the green light to Jovanović to purchase the building of the former JRB for 7,1 million euros on behalf of the Municipality of Budva.
The decision to grant Jovanović the authority was made by the councilors of "Budva our city", the European Union, URA and DPS at the end of August, but at that time the price was 6,9 million euros.
The Municipality of Budva has planned to purchase the building of the former JRB in its capital budget for this year.
Jovanović had previously stated in his speeches that with such moves, the Municipality of Budva is returning property that was unjustly seized or sold to its ownership, and that the JRB will be adapted for the cultural needs of the city.
Bankruptcy proceedings in "Vektra Montenegro" were opened in early 2021 at the request of NLB Interfinanz Bank due to a debt of 40 million euros. In the bankruptcy proceedings, creditors reported claims of 251 million, mostly from banks.
After nine decades, it will belong to the city
The building that the Municipality of Budva will trade in was built in 1936 for the needs of the Hygiene Institute, and after World War II it was given to the Yugoslav River Shipping Company from Belgrade. At the end of the last century, the building passed into the hands of Belgrade businessman Nenad Đorđević, who then sold it in 2007 for three million euros to the company “Vektra Montenegro” owned by businessman Dragan Braković.
The Protector of Property and Legal Interests of Montenegro, Bojana Ćirović, who in previous years prevented the sale of all property of the former JRB complex, previously told "Vijesti" that it is clear from the chronology of registration in the cadastre that the Municipality of Budva gave the land to the JRB for permanent use in 1959.
"The same use of JRB is being transferred to a company in Rome owned by Belgrade businessman Nenad Đorđević. So it is not being sold, but rather transferred, while Đorđević's company in Rome is selling the disputed land to his newly established company in Budva," Ćirović said at the time.
