Bar - a city of sustainable development and innovation, with developed infrastructure, a competitive economy, preserved natural and cultural heritage, and a quality life for all citizens, is the general goal of the local government for the city under Rumija.
This is stated in the Draft Strategic Development Plan of the Municipality of Bar from 2026 to 2030.
In this way, the document states, Bar is positioning itself as a city that combines sustainable development and innovation with the preservation of natural and cultural heritage. The city's vision is based on modern infrastructure and a competitive economy, "but also on creating a community in which quality of life, equality and access to services are as important as economic growth."
In this way, Bar, as they said, strives to be recognized as a modern, attractive and responsible environment for its citizens and visitors.
The draft, which envisages a series of projects and ideas over the next four years, was drafted by numerous employees of the Municipality, its secretariats, local businesses and services.
Although the Municipality of Bar has set itself one general goal, it has divided it into five specific goals and for each one has listed a series of projects and ideas for implementation. Among them are those that are already underway, nearing completion, that have been discussed for several years and for which a separate budget line has been set aside, but also some novelties and ambitious plans.
The first such goal is "Development and modernization of traffic, utility and power infrastructure" which, among other things, includes the preparation of a preliminary design for the Bar - Boljare highway, Virpazar - Stari Bar subsection, a preliminary design and main design for the construction of a boulevard-type road on the section of the M-1 main road, from the roundabout in Šušanj to the intersection with the M-1.1 main road (intersection for the "Sozina" tunnel)
There is also documentation for the construction of a boulevard-type road on the section of the M-1 main road, from the roundabout at the "Meksko" school to the intersection with the regional road R-29, documentation and execution of works on the reconstruction of the local road from the General Hospital to the intersection with the regional road R-29 (Mitra Ratkovića, Mirovica and Zaljevska streets).
The reconstruction of Borska Street and the parking area is also planned, Jovana Tomaševića Street, documentation for the road from the settlement of Ckla to the regional road R-15, documentation for the reconstruction of the Virpazar - Murići section, for the reconstruction of the regional road R-15, the Murići - Ostros section, the end of the reconstruction of the road R-29 Bar 2 (Ćafe tunnel, intersection with the M-1) - Kamenički most - Krute (intersection with the M-1).
The reconstruction of the main bus station building, the development of a study of the public passenger transport system, as well as a local urban mobility plan and a Strategy for Improving Road Traffic Safety in the Municipality of Bar, for the period 2026-2031, with an action plan for 2026-2028, are also mentioned.
This section also mentions projects for parking, water and sewage networks, public lighting, utility and electricity infrastructure.
The second specific objective is "Sustainable spatial management and environmental protection" and envisages several projects at the "Možura" landfill, construction of a new tank for municipal waste disposal, recultivation of sanitary tanks, construction of a leachate treatment system, municipal waste sorting facilities, composting facilities for biodegradable waste...
This goal also includes the construction of a recycling yard, the development of a conceptual design and the main project for regulating the Željeznica riverbed in the coastal zone.
As part of this goal, and the priority of the development of public areas and promenades, the construction of a pedestrian path and the development of public areas along the coast in the Čanj catchment area, the reconstruction of the coastal zone in Sutomore, the third phase - the development of the location in Sutomore (part of the Ivo Novaković Coast), the coastal promenade and the reconstruction of road 2a (Ivo Novaković Coast) and the King Nikola Promenade, as well as technical documentation for the construction of a pedestrian path - promenade along the coast from Bar (Šušanje) to Sutomore.
In the part concerning the development and maintenance of urban, green and recreational areas, the reconstruction of part of the Šumice parks in Šušanj, the arrangement of the park in Topolica, documentation for the construction of a pet park, the reconstruction and construction of a park near the Gymnasium with accompanying infrastructure, the reconstruction of green areas along the Petrovic Dynasty Boulevard, co-financing the adaptation of building facades and the arrangement of the natural monument of the Castle Park in Topolica.
When it comes to the third specific strategic objective "Development and improvement of social infrastructure and services", the following are listed, among others, the construction of two kindergartens and one high school, the construction of an emergency block in Topolica, the construction of a multifunctional sports and recreational complex in Madžarica, the main design of a swimming pool, the adaptation of open fields in Stari Bar, the preparation of technical documentation for the construction of a sports hall in Sutomore... The fourth objective relates to strengthening the local economy and stimulating sustainable employment, so it is planned to implement all subsidy programs that the Municipality of Bar has been implementing for years.
“Strengthening institutional capacities and digitalization of local government processes” is the last specific objective and refers to the development of e-government and digital services and the improvement of local government capacities.
Therefore, a platform for online application for craft and social benefit programs, electronic payment of municipal taxes and fees, and the launch of the "E-counter" service have been planned.
Also mentioned is the new Municipality building, a new facility for the Tourist Organization with a conference room, the procurement of specialized equipment and vehicles for the Protection and Rescue Service, as well as the procurement and installation of an early fire detection system, the improvement of the municipal data center - alignment with new technologies and safety standards...
Cable car Bar - Rumija - Skadar Lake
Under the priority related to tourism, the already announced preparation of project documentation for the Bar - Rumija - Skadar Lake cable car (optionally according to the "Design and Build" system) was mentioned, and when it comes to port infrastructure, the reconstruction of the Volujica operational quay and the construction of a system for the transshipment and storage of vegetable oils and chemicals are mentioned.
