MDUP: 39 construction sites on Kakaricka Gora closed, demolition ordered for eight buildings

The Ministry of Urbanism, Spatial Planning and State Property (MDUP) announced that the campaign of increased inspection supervision on Kakaricka Gora, which is being carried out with the aim of combating illegal construction and protecting the area, continued this week.

As stated in the statement, in the previous period, proceedings were initiated against 15 people on suspicion of committing the criminal offense of construction without a building permit and illegal occupation of state land, while in the continuation of increased surveillance, the total number of people covered by the action increased to 47.

"39 construction sites have been closed, and in the event of non-compliance with the measures imposed by construction inspectors, the legally prescribed procedure for the demolition of buildings will be implemented. Demolition decisions have been issued for eight buildings, given that during the procedure it was determined that they were built after the introduction of the orthophoto image from 2025," the MDUP statement states.

As they add, the action of increased inspection supervision is being carried out in full coordination and cooperation between construction inspectors and officers of the Police Directorate - the Crime Prevention Sector, the Department for Suppression of Complex Forms of Economic Crime, Financial Investigations, and the Fight against Corruption and Environmental Crime.

"Intensified field controls will continue in the coming period, and construction inspectors, in accordance with legal authorizations, will, without exception, take administrative and other legally prescribed measures against all persons who perform work without the necessary documentation. Also, criminal charges will be filed against all persons who are found to be performing work without a construction permit, in cooperation with the Police Directorate, in accordance with Article 326a of the Criminal Code of Montenegro," it is stated.

They also add that criminal charges will be filed against all persons who are found to have usurped state property through their work, pursuant to Article 254 of the Criminal Code.

"The Ministry, in cooperation with the competent institutions, will continue with the consistent application of legal regulations in order to protect the space, prevent illegal construction and preserve the public interest," it concludes.
