CCC Tivat generates almost 1,5 million euros in revenue, spending budget exceeded

The Tivat Cultural Center (CZK) generated a total of 1.499.190 euros in revenue last year, which is 2,7 percent more than was planned in the Financial Plan of this public institution for 2025, which planned revenues at the level of 1.467.000 euros.

As stated in the Financial Report for 2025, which was on the agenda of the last session of the Tivat local parliament, last year the Municipality's budget paid one million euros for the work of the Cultural Center, as planned, while this public institution generated a total of 356.536 euros in its own revenue from ticket sales for various theater, film, music and other programs it organized, or from the touring of its theater performances in the countries of the region.

Own revenues are lower than the amount of 390.000 euros that was planned on that basis, which the management of the Tivat Cultural Center, headed by director Goran Božović, justifies with weaker ticket sales for theater programs in the summer period, for which they "find the reasons in the very poor traffic accessibility of Tivat due to unbearable traffic jams on the main roads, and especially due to works on the Tivat-Jaz boulevard."

"The theater audience in Tivat is largely made up of citizens of the surrounding towns, and even Cetinje, Podgorica and Bar, who were significantly absent this year for the aforementioned reasons. There were also fewer sales programs at "Purgatorija" compared to 2024, due to inflation and, accordingly, more cautious program planning," the Report states.

It is specified that last year, 93.472 euros were earned from ticket sales for the "Purgatory" festival programs, 14.460 euros from ticket sales for the RUTA theater festival, and the Tivat Cultural Center also had 60.000 euros in income from renting out business space, or daily rental of halls that the public institution has at its disposal.

Unlike its own revenues, which fell short of the plan, last year the CCC achieved a record amount from donations and projects, generating a total of 142.654 euros in revenue, more than double the plan.

"The donations made relate to the sponsorship of the "Purgatory" festival, and there are also significant funds in the total amount of 60.000 euros obtained by writing projects in competitions of the Ministry of Culture and the Ministry of Tourism of Montenegro," the Report states.

Last year, the CCC "broke through" the planned budget on the expenditure side, as the total expenses for the operations of this public institution were planned at 1,46 million euros, and were realized in the amount of 1.484.828 euros.

Although savings were achieved on several items, including salaries and other personal income of employees, part of material costs, business trips, service contracts, various services and the like, the planned costs for program activities, which totaled 1.060.035 euros, were significantly exceeded.

641.000 euros were spent on fees and per diems for visiting artists, which is about seven percent more than planned, while the planned budget for their accommodation and food was exceeded by 17 percent. Namely, a total of 222.510 euros were spent on this last year, while the Financial Plan envisaged the allocation of 190.000 euros on this basis. The management of the Cultural Center justifies this by last year's "drastic increase in the price of accommodation and food in Tivat", and by the fact that the state increased VAT on accommodation services from 7 to 15 percent last year.

Last year, as it is emphasized, through savings in various other aspects of its business, the Tivat Public Health Center secured a 40 percent larger amount of money than planned for the purchase of new equipment, for which the public institution allocated a total of 14.004 euros last year.

The most money went to "Purgatory"

The Report states that the most money – 425.000 euros – was spent last year on the organization of the International Mediterranean Theater Festival "Purgatory", while the new theater production of the Tivat Center for Performing Arts last year cost a total of 160.000 euros (125.000 euros for the new play "Contra Mundum", 15.000 euros for the new smaller play "Sunčana linija", and 20.000 euros for the renewal of the previous play "Tre sorelle"). The organization of the RUTA festival cost 100.000 euros, while a total of 225.173 euros was spent on all other programs of the Center and the hosting of its plays at other addresses.

Last year, with a total of 149.862 euros from its coffers, the CCC, as a sponsor, supported other cultural events in Tivat: "Tivat Music Festival TMF", "Harmonika Fest", "Guitar Fest" and "Opuč Fest", as well as the Fifth International Carnival in that city.
