The public debate on the draft amendments to the Spatial Urban Plan (SPA) for the Capital City was once again interrupted, after the citizens once again pointed out that the hall is inadequate, that the adoption of the document is in a hurry, that human rights are being violated, that industrial zones are springing up in the settlements. ..
The debate was interrupted this time after half an hour, when the director of the Center for the Protection and Study of Birds, Jovana Janjušević, and civil activist Aleksandar Dragićević said that the rooms were not suitable, and interrupted the presentation of the manager of the drafting of amendments to the PUP, Aleksandra Tošić Jokić.
The debate was previously suspended on December 11, and postponed until today. Last time, the premises of the Department of Urban Planning were not adequate, and now the hall in the Rectorate of the State University was not adequate either, so dozens of citizens stood on the passage.

Today, Janjušević, in front of a group of 11 non-governmental organizations, said that the public discussion should not be held before the adoption of the Spatial Plan of Montenegro (PPCG), and that space is a resource that is being lost at a galloping rate. She pointed out that she spent ten years in Ljubljana and that she is ashamed of where she lives.
"I think it's high time to stop the discussion, I think it's not legal for the ministry to pass these acts before the higher-order plan. We're making changes to the plan in order to respect the wishes of not the farmers from Mataguž, but the tycoonization of the area. About the apartments that are being built, for whom "The demographic analysis has not been done in anticipation of the adoption of the Law on Spatial Planning, only then will trouble arise," Janjušević pointed out, adding that she wants everyone to go to Ljubljana and see. how a serious city acts.
The secretary of the Ministry of Spatial Planning, Urbanism and State Property, Marina Izgarevic Pavicevic, tried several times to continue the public debate, but the citizens spoke in parallel.

Dragutin Vučinić, a member of the Assembly of the Capital City, pointed out that they are running in front of the ore and asked if the Minister of Urban Planning, Slaven Radunović, wants to be the next arrested if this goes through.
He added that he had filed a criminal complaint about the construction of an illegal industry in Bioč, which had 500 signatures from local residents, but that nothing had happened. Vučinić said that this proposal was still in the PUP.
"He did not deign to stand in our way, why is this being done in this way, we have not introduced PPCG... We filed criminal charges on behalf of the NGO and found an item that the investor whose colleagues enabled him to deal with that job in Bioč, was arrested this morning. Radunović, think about what you are doing with the people who created this country, to evict the whole of Bioč for the sake of an illegal industry the most beautiful place where hydroelectric power plants with lakes are planned, at the confluence of the Mala Rijeka and Morača," said Vučinić and added that 11.000 square meters of hangars were also built illegally.

He stated that this company exports seven million euros of raw materials, and he asked why they were not given an industrial zone in the city, but in Bioč. He also claims that an industrial zone is planned 300 meters from the school, and the citizens of Cijevna, who have a similar problem, agreed with this.

This is precisely why, until this is withdrawn, I am telling Radunović and his principals that there will be no government in the capital city. There will be no negotiations because we, the Movement for Podgorica and all the citizens rather than the local government come first," Vučinić pointed out.
Srđan Perić from Pokret Preokret stated that it was not the profession that drew the plans, but that politics had learned to go in this direction and that this is a political issue. He stated that the voice of the public must be heard and that the department of urban planning must be informed - that the debate cannot be held.
Izgarević Pavićević stated that they are there to hear the profession, while Perić stated that they do not have the prerequisites for that.
"People are pointing this out to you, you are in a terribly awkward position to defend political decisions. The project (Velje brdo) was presented ten days before the local elections, the minister and the prime minister spoke differently, and in the document we have third claims. You do not have the conditions for a quality discussion or adequate premises, give another appointment," Perić pointed out.
Architect Aleksandar Ašanin and former secretary in the department of urban planning said that the solution is to return the PUP to the concept level and that the city cannot be changed point by point. He said that this is the most brutal attempt to deceive the public in recent history, and that it will not pass and that the prosecution should also deal with some people in spatial planning.
"A city of 850 hectares with 37.000 inhabitants is not a one-point change, you can't just pass it by as if it were a local community. Please show some freedom from that side, it's not good and we can't do that. Don't declare the idea an investment-development project two people, who did not receive formal confirmation. Where are the people from the capital, why only written proposals... Let the prosecution return to the DUP Budva center and Bečići, let's see who is ours brought these things, they are not some evil demons but people who still make decisions about the space," he said.
It was also heard that citizens were discriminated against and that their human rights were threatened.
Izgarević Pavićević then interrupted the discussion and said that it would be scheduled at another time.
