The government has decided to establish a Just Transition Council with the aim of ensuring a fair transition from fossil fuels to sustainable energy sources, as well as creating new economic activities, creating jobs, aligning the education system with the needs of the green economy, and empowering local communities.
The Ministry of Energy and Mining announced that this initiative represents a strategic step towards modernizing the Montenegrin economy and strengthening the resilience of society to the changes brought about by the energy and climate transformation.
The Council, chaired by the Minister of Energy and Mining, Admir Šahmanović, will be the central body for guiding and coordinating the transition process in line with national development goals, European standards and the needs of local communities, especially Pljevlja, which is at the center of the process.
The Council, in addition to Šahmanović, brings together key decision-makers and stakeholders from various sectors: ministers of finance, labor and social dialogue, European affairs, ecology and public works, as well as managers of the Coal Mine and the Electric Power Company, and representatives of the Municipality of Pljevlja.
In this way, as explained, a comprehensive and inclusive approach is ensured in which economic, social and environmental interests are evenly represented.
The Council will be tasked with providing guidelines for planning and implementing just transition policies, coordinating institutions and stakeholders, participating in the development and monitoring of the implementation of the just transition plan, and proposing improvements to the legislative and institutional framework in this area.
"A just transition is not just an energy challenge - it is a development opportunity for the north of Montenegro, an opportunity to create new jobs, strengthen the local economy and create a more sustainable future for all citizens. That is why the Council will act proactively, bringing together expertise, experience and local voices, so that the transition is fair and beneficial for all segments of society," the statement said.
The formation of this Council, as explained, demonstrates the willingness to responsibly, strategically and fairly manage the transition, relying on its own resources, capacities and people.
"By forming the Just Transition Council, the Government is showing that it is taking a serious and strategic approach to the energy transition. This is not just a matter of closing mines or power plants, but a matter of the future of local communities, jobs and economic stability. Our goal is for the transition to be just, planned and inclusive, and that is precisely why we are bringing together all key stakeholders, from institutions and companies to local representatives," said Šahmanović.
He added that the transition must bring benefits to all citizens, especially those most affected by the changes.
Šahmanović scheduled the first session of the Council for Monday.
