is not Slaven what are they saying to him...
When Slaven closes his eyes (at lunch) - at that very moment the ideal location for the construction of the tough Milojkovac city appears to him - the ideal location for the construction of those (alleged) 14.000 residential units (along with all commercial facilities and mandatory facilities from the so-called public sphere - kindergartens, schools , health centers, centers of culture, sports halls and administration facilities - state administration and local self-government - and judiciary, police and army, etc.) - for these (again alleged) 41.000 lucky winners (which would be approximately 6-7% of the total population of this song-sung and beloved country to all of us).
Slaven is not what they say to him - but he was born transparent, what could be said - God gave him for everything...
Aside from the fact that Slaven's dreaming completely ruled out the need to hire the so-called profession (defunct) - planning and urban planning, in the first place - which, I would bet, "discarded" (the DPS people would say) significant savings - and with or without a profession, it would hardly (if we're being honest) result distinguished more significantly.
If we take into account, therefore, that in our ranks we have Slaven Radunović the Miracle Worker - a minister like no other - perhaps we will be lucky enough that our minister closes his eyes once more (at lunch) - and that ideal set of ideals appears to him at that very moment law - which would ideally cover the areas of planning and urbanism, construction and the so-called illegal constructions.
And on that issue - on the issue of a set of new laws in all of our favorite areas - Slaven can hardly trust the so-called profession (defunct) - which in the past period - the hated period of DPS rule - hand in hand with the so-called to decision-makers - a series of failures - more incredible than incredible failures - and the so-called the profession of the new generation has not yet matured - and, what is worst, the younger professional generations show absolutely no interest in getting involved in anything - nor does anyone encourage the younger professional staff to deal with essential issues...
There is someone to deal with the essential issues, no worries...

And Slaven clicks from here - he has up to two weeks to go - that "three key laws" under the jurisdiction of the ministry headed by him (and not someone else) will be adopted by the end of the year - by the end of this year, please, and not until the end of next year, or until the end of that year, 2026, which would be a more realistic deadline, if you ask me - and it will be, God willing, a New Year's gift from him (Slaven) to us - to the citizens of this happy and small country - and immediately after the adoption of three key laws, the adoption of the Spatial Plan of Montenegro will follow, as a strategic document "which," says Slaven, "will guide the development of the state in the area of spatial management" - which, as Slaven would like to say, in the area of spatial management direct in the direction of - or put into operation - the accelerated development of a country devastated by three decades of rule Mica Đukanović and the hateful DPS.
So, in a month and a half we will have - if we are very lucky - the new Slaven law on spatial planning and urbanism - by which Slaven, by the very nature of things, will "direct the development of the state in the field of spatial management" - and we will also have Spatial plan - "the most important document in the country after the Constitution" - with which Slaven, the current minister, will "direct the development of the country in the area of spatial management" - but according to the current law - the hated Paško Law - and not according to the new law - Slaven's law, which we all hope for - because it says that the PP was made according to the current law...
The question now is - should we trust Mr. Slaven's promises?
As for me, I believe, on the one hand, that Mr. Slaven is on the side of justice and truth, and that his intentions are honorable and honest - and that the territory of Montenegro, our mother, is close to Slaven's heart - honestly - and that is Slaven somewhere aware that both the new laws and the new PP (not Svetlana's PP which was made according to Paško's Law - but the new PP - which will be made according to Slaven's new law) are a pledge of the future - but we would have to admit (first to ourselves, and immediately then and Slaven) that the so-called the domiciled planning-urban planning and architectural profession, on the other hand, is so extinguished/suffocated at this moment - that it is illusory to expect that it is capable of producing something worth mentioning - decades and decades during which the so-called the profession swayed under the so-called winds. particular interests of individual investors and people close to them from the administration (state administration and local governments) - had to leave their mark...
If you don't believe me - ask the leaders of IKCG - second Nocija and second Srla...

And on the other hand, we have the Engineering Chamber of Montenegro - an umbrella professional organization - and management staff - which primarily refers to other Laković (code name: Srlo), former president of the Chamber of Engineers and current president of the Assembly of the Chamber of Engineers, and others Mitrovic (code name: Noci), president of the Professional Chamber of Architects (and Urban Planners) at the Chamber of Engineers - we have, therefore, a tandem that acts both in front of and behind the title of the Chamber and who is always ready to play according to dictates from above and dictates from below - and we have and the announcement of the revival of the professional magazine "Pogled", which is behind the IKCG - which has not been published for a few years - so I hope, I trust Srl and Noci and other colleagues, that one of them felt called to address in the new issue of "Pogleda" the problems we had with the current Law - with the so-called The Paško Law - since the autumn of 2017, when that law was promulgated - first of all - and immediately afterwards to propose and explain guidelines for the drafting of a new law - the so-called of Slaven's law.

Jokes aside, dealing with new laws and the Spatial Plan, without previously defining some - any - programmatic basis for a thorough and radical reform of the system - for an absolute redefinition of the system - which will be presented by a fresh cadre - the existing cadre is of no use - and all until this need, this necessity, is at the top of the government's priority list - including Slaven's ministry - I have no hope, I must admit, for anything...
