The Budva parliament session was interrupted because the ruling coalition did not secure a quorum.
The members of the ruling Montenegrin did not come to the session, after which the members of the opposition DPS and SD left the hall, so the Speaker of the Parliament Krsto Radović interrupted the session.
On the agenda was a key document - the budget for 2020.
This is a continuation of the crisis in the Budva government. Tomorrow is the deadline for the budget to be adopted.

Pavićević appealed to Montenegro: Vote for the budget
The President of Montenegro, Vladimir Pavićević, appealed to the Montenegrin councilors in the Budva Municipal Council to participate in the discussion at the Budva Municipal Council session scheduled for today and to vote for the municipal budget for 2020.
"I appeal to the Montenegrin councilors in the Budva municipal council to participate in the work of the Budva assembly, to provide a quorum for work and to vote for the Budva budget for 2020. It is in the interest of the citizens of Budva that the session be held and that the budget be adopted. And the interest of the citizens should be the number one priority of all actors in Budva politics," said Pavićević.
Tsarević: The Kotor scenario is on stage
The mayor of Budva, Marko Bato Carević, accused the coalition partners from Montenegro and Democratic Montenegro of being irresponsible, and emphasized that he fears that a Kotor scenario is on the scene.
"It is the irresponsible attitude of the coalition partners, not only Montenegro, but also the Democrats. First, we wonder why the session on Friday was postponed, without consulting the Democratic Front. We felt that it should not have been delayed. Today, we should have adopted the most important document, the budget for 2020, because the development of this city depends on it," said Tsarević after the session.
He called on the coalition partners to be responsible towards the citizens of Budva.
"We promised a lot, there was a lot of talk and crisis at the expense of the DF, but what is certain is that the Democratic Front is always up to the task and that it works responsibly in the interests of the citizens. Such actions are not in the interest of citizens, there is great uncertainty, because tomorrow is the last day to adopt the budget. It is unacceptable that we should worry about which of the councilors will appear at such an important moment. That's why I call on all coalition partners to get serious, because this shows great irresponsibility. If we were to return to the accusations that they made us believe that we cooperate with the DPS, now is an opportunity to see who is in coalition with whom," said Carević.
Tsarević says that he does not want to believe that there are any other coalitions that were attributed to the DF.
"It seems that time will tell in the coming period, but in any case, the coalition partners will understand that it is very important to adopt the Budget." Otherwise, it will be directly overthrown by the government. I'm afraid that this slightly resembles the scenario in Kotor, but in any case DF is there and will never allow something like that to happen", said Carevic.
There is speculation that, if the session is not held tomorrow, it could be scheduled for January 10. If the budget is not adopted, Tsarević will receive a decision on temporary financing, with which the city can function until the end of March, with the right to spend monthly 12th of the budget from 2029. This would introduce the city into bigger problems regarding the realization of investments such as and payment of wages to workers.

The leader of the Budva committee of Crnogorska and the vice-president of the municipality, Vladimir Bulatović, said that the councilors of that party did not come to the parliamentary session because of the revolt over the way the session was postponed, when the city was blocked on Thursday, and he emphasized that the committee of that party will make a decision tonight whether to support that the budget be voted tomorrow.

Therefore, we absolutely cannot support the method of organizing the last blockade of the city and the cancellation of the scheduled 29th Assembly of the Municipality of Budva, especially not in light of the following facts:

- Politically elected representatives, who manage the city on behalf of all citizens, lead the protests
- A state of emergency is declared

That party, as he stated, understands all people who are not satisfied with the text of the law and who believe that a better, more transparent and better law could have been passed. "We also understand those who believe that there was a period of 4 years since the same law was mentioned, and that during that period it could have been more transparent what was happening in its preparation. We also understand faithful citizens who are concerned about the application of the aforementioned law.

The way in which both MPs in the Assembly of Montenegro commented on the law, keeping us all awake late into the night, has led to the fact that we are once again divided on national and religious grounds, and the smell of the 90s is in the air. , and that is something that is unacceptable for our party, because we don't want another 20 years of our lives to go to waste," Bulatović pointed out.
According to him, "We can only divide ourselves into good and bad, and that's where all divisions end."
"And what we can do together is to improve laws through formal processes.
If we are worried about what the state will do with state property, whether it will pass into the hands of housing capital or local individuals through hidden off shore companies, let's fight to pass a law according to which the sale of state property can only happen with the consent of 2/3 of the Assembly of Montenegro.

The only real truth in all this is that we are members of a civic party that loves its city and its country, that has its own position on the issues of this city and the way of life of our fellow citizens, and that we will not deviate from that.
Thanks to such inflamed passions, we did not have the opportunity to hear different views related to the Labor Law, which concerns us all, we did not manage to hear an exchange of opinions regarding the sale of the airport and MA subsidies, and we believe that the topics concerning the economy are the ones that they determine the quality of our lives in the future.
We use the speech once again that everyone who needs to gather and express their dissatisfaction with the state of the country should do so in an appropriate and peaceful manner with absolute tolerance and not endangering their fellow citizens, and in accordance with the message that should carry us during the Christmas holidays. , concluded Bulatović.
