Today, the Government of Croatia submitted to the parliamentary procedure the final proposal of the Law on Life Partnership, which enables same-sex couples to enter into a life partnership and most other rights, but not the adoption of children.
Prime Minister Zoran Milanović said at the government session that Croatia is aligning itself with solutions from mainly Western countries with this bill.
"We believe that the law on life partnership does not offend anyone. It is a human law, a law that includes, not excludes," the prime minister pointed out.
Minister of Administration Arsen Bauk said that the final proposal of the Law on same-sex partnerships is an attempt at a democratic compromise between values and worldviews, and a reflection of the social context that regulates the position of same-sex communities in accordance with EU standards.
He reminded that the draft law introduces the institution of life partnership as a form of cohabitation of same-sex persons, while the institution of marriage remains limited to heterosexual persons.
Same-sex couples are also granted access to most of the specific rights enjoyed by heterosexual unions, except for the adoption of children.
"It is about a law that will bring slightly better living conditions to the minority, and nothing worse to the majority," Bauk added.
Association Zagreb Pride today welcomed the government's decision and assessed that the recognition, regulation and protection of the family life of same-sex couples is a positive move and a step forward.
They indicated in the statement, however, that the proposed law still confirms discrimination and the division of male and female citizens into institutions for "heterosexual families" (married and cohabiting unions) and "non-heterosexual families" (life partnerships and informal life partnerships).
