Despite the harsh reaction of the Deputy Prime Minister of Serbia, Aleksandar Vučić, bonuses in the joint Air Traffic Control Agency of Serbia and Montenegro will still be decided by their assembly tomorrow, writes Blic.
That diary conveys the message of the representative of Montenegro and deputy director of the Agency, Laz Maksimović, that the decision on the 13th salary in the joint agency of the two countries is not made by the Deputy Prime Minister of Serbia or the Prime Minister of Montenegro, but by the competent authorities of that institution.
On the other hand, the president of the Supervisory Board, Branislav Grubačić, told "Blic" that the employees of this institution must also understand what kind of country they live in. "It would be inappropriate for us to hand out bonuses. We are obliged to do so by the country's policy, which recently introduced austerity measures. When the employees of the Agency understand this, it will be easier for everyone, concludes Grubačić.
Montenegrins warn that, in the event that the payment of the 13th salary is not approved, they could ask for a review of the relationship in the Agency. "Decisions on canceling rewards for successful work are demagogic. If something like that happens, I wouldn't be surprised if the other founder of Montenegro would ask for clarification of the situation and relationship in that case," says Lazo Maksimović.
He notes that we should not forget the fact that employees' salaries are not paid from the budget of Serbia, but from the budget of Eurocontrol.
Surplus money cannot belong to the state budget, but to Eurocontrol
"We had an increase in income that was approved in Brussels for this year and, if we do not spend that increase, that money will be returned to Eurocontrol and not to the state coffers. If there was a mechanism to give that money to the state, we would do it, but no exists," says the Agency's deputy director.
The issue of the 13th salary in the Agency has practically not been raised so far, and employees have received even the 14th salary several times. Due to the adopted austerity measures, the Supervisory Board, which includes four representatives of the Government of Serbia and one from Montenegro, last Friday for the first time refused to accept the proposal on the payment of annual bonuses to employees, and according to "Blic" information, the "yes" was only Montenegrin. representative.
The air traffic control agency is owned by Serbia (92 percent) and Montenegro (eight percent), but it has its own budget.
Minister of Economy Saša Radulović said yesterday that it would be irresponsible for public companies to pay the 13th salary and bypass the Ministry's recommendation not to pay it, and that it will be checked whether some of them have already done so.
