Aleksandar Bocan-Kharchenko added that the opinion of Russia as a permanent member of the Security Council has special weight, because it will not support such a report.
"I think this is an attempt to create an image and an opinion in the Security Council that the biggest problem is in the RS, with the aim of destabilizing BiH. My assessment is that they are trying to focus attention only on the Republika Srpska, as if there are no other problems, and we know that there are more serious problems in the Federation of Bosnia and Herzegovina," said Bocan-Harchenko in an interview with Radio-television of the Republic of Srpska.
We are concerned about the position of the Croatian people and it is a serious problem that there are no institutions at the BiH level. An image is being created that everything is fine, except in the RS, said Bocan-Harchenko.
He pointed out that the most serious problem in BiH is not the referendum in the RS. Russia is concerned that eight months after the BiH elections, the Council of Ministers has not yet been formed, and there is no prospect that it will be in the near future.
The Russian ambassador repeated that Russia's opinion regarding the referendum in the RS differs from others in the Council for the Implementation of Peace in BiH.
"For us, it is not anti-Dayton and there is no legal basis for using the Bonn powers," said Bocan-Harchenko.
He said that "Russia believes that the decision of the National Assembly of the RS does not violate the Dayton Agreement and there is no legal basis for the Bonn powers".
"The matter is quite simple, if there is an opinion that the Dayton Agreement is being violated, then anyone could find a point, a position, a paragraph where it is written exactly what the decision of the National Assembly of the RS violates - there is no such point. Others believe that there are violations of the 'spirit' of Dayton , some annexes. It's quite a general story, but there is no real evidence of a violation of Dayton," said Bochan-Kharchenko.
He pointed out that the current situation does not require the use of Bonn powers, and that Russia believes that their use should be prohibited.
"If the high representative uses the Bonn powers, it will not reduce the existing tensions, but will deepen them. The additional seven days given by the PIC are an excuse. I personally think that there is an intention to get support from the Security Council. I think that there will be no such support, because Russia's general position is that we are against the Bonn powers," said Bochan-Kharchenko.
