The political leaders of Serbia and Republika Srpska (RS), gathered today at the "All-Serbian Assembly" in Belgrade, announced today the "Declaration on the Protection of National and Political Rights and the Common Future of the Serbian People" in which they write that "Kosovo and Metohija is an inalienable part of Serbia". and "condemn any disrespect and violation of the Dayton Peace Agreement" on Bosnia and Herzegovina.
In the Declaration, which will be submitted for approval to the assemblies of Serbia and the RS, it is stated that "the state bodies of the Serbian people should offer the surrounding nations an agreement on historical reconciliation, lasting peace and development."
"The All-Serbian Parliament supports the efforts of the Republic of Serbia in preserving the territorial integrity and sovereignty, guaranteed by international law and Resolution 1244 and other resolutions of the Security Council (SC) of the United Nations (UN), as well as the right and duty of the Republic of Serbia to devote itself to the survival of the Serbian people in Kosovo and Metohija" - stated in one of the almost 50 points of the Declaration.
It also "condemns the deliberate creation of intolerable conditions for the life of Serbs and the persecution carried out by the Provisional Institutions of Self-Government in Pristina" and "expects Serbia to continue to protect the rights and lives of its citizens in Kosovo and Metohija, using all protection mechanisms provided for by the internal and international law".
"The All-Serbian Parliament insists on the implementation of the UN Security Council Resolution (1244 from 1999) in all its aspects. The All-Serbian Parliament believes that the implementation of the Brussels Agreement, the formation of the Union of Serbian Municipalities and permanent dialogue is the only sustainable way to solve the problem," the Declaration says.
As stated, it does not "support the Resolution on Srebrenica, for which 84 countries voted in the UN General Assembly, while 109 countries were against, abstained or did not vote" and notes that it was "an attempt to collectively blame the entire Serbian people, who unacceptable and cannot be implemented".
It is noted that the General Framework Agreement for Peace in Bosnia and Herzegovina - the Dayton Peace Agreement "has been permanently and significantly violated despite the aspirations of the Republika Srpska and the Serbian constituent people who fought to preserve the Dayton constitutional framework in Bosnia and Herzegovina, and calls on all international actors to return respecting the letter of the Dayton Peace Agreement".
It was emphasized that the RS is "a unique and indivisible constitutional subject that independently performs its constitutional, legislative, executive and judicial functions in accordance with the Constitution of BiH - Annex IV of the Dayton Peace Agreement and whose territory cannot be alienated beyond the Constitution and laws of the RS".
"The All-Serbian Parliament states that the Republika Srpska is satisfied with the high degree of autonomy defined by the Dayton Peace Agreement, therefore we insist on the substantial and formal implementation of the Dayton Peace Agreement, as an international treaty that cannot be changed unilaterally or through interventionism," the Declaration said.
It also says that the RS can, to the extent it deems expedient, activate all the competences that, according to the Dayton Peace Agreement, are foreseen as the competences of the entities.
It condemns "any disrespect and violation of the Dayton Peace Agreement and democratic procedures in BiH, imposition of laws, over-voting of the constituent peoples, transfer of jurisdiction from the entity level to the central level, violation of human rights and freedoms, and the guaranteed rights of the Serbian constituent people to free and independent decision-making and action within Dayton's Bosnia and Herzegovina".
The Declaration states that "it is considered inappropriate to appoint a high representative in BiH contrary to Annex X of the Dayton Peace Agreement, which stipulates that the appointment of a high representative requires the agreement of the contracting parties, as well as the appropriate resolution of the United Nations Security Council".
It is also considered that Serbia and the RS, "in accordance with the Dayton Peace Agreement, taking into account the geopolitical position, economic relations and political processes, view integration towards the European Union (EU) as a strategic goal, which should be realized through partnership political and economic framework with full respect for national interests".
The policy of military neutrality of Serbia in relation to all existing military alliances is supported, with which the RS fully agrees, which will fight for the preservation of military neutrality in Bosnia and Herzegovina.
The decision of Serbia and the RS to "unitely celebrate September 15 as the Day of Serbian Unity, Freedom and the National Flag in memory of the breakthrough of the Thessaloniki Front in the First World War" was welcomed.
"The All-Serbian Parliament considers that Sretenje, February 15, is the Statehood Day of the Republic of Serbia and the Statehood Day of the Republika Srpska that should be celebrated unitedly and together. It expects that the Republika Srpska will continue to celebrate January 9 as the Day of the Creation of the Republic of Srpska and the Baptismal Glory," it was stated in the Declaration.
As stated, "The All-Serbian Parliament confirms that the hymn 'God's Justice' is the all-Serbian anthem, and that the double-headed eagle of Nemanjić is the national all-Serbian coat of arms."
It was stated that the All-Serbian Parliament should meet for two years. It consists of representatives of Serbs elected to legislative and executive authorities, members of academies of sciences and arts, members of the Assembly of the Serbian Orthodox Church and other representatives of the Serbian people invited by the organizers of the All-Serbian Assembly. It was announced that the National Council responsible for coordination, monitoring and execution of parliamentary acts will be constituted.
