Republika Srpska (RS) President Milorad Dodik said that RS will form its own court and prosecutor's office today, emphasizing that the first defendant will be the High Representative in BiH, Christian Schmidt.
"We will chase him like a beast," Dodik said in an address to deputies in the RS Parliament, which is today debating the draft of the new entity Constitution and the Law on the Protection of State Order.
Dodik, who is also the leader of the ruling Alliance of Independent Social Democrats (SNSD), said that the adoption of the new RS Constitution requires the support of a two-thirds majority, which the ruling coalition does not have, and that the support of MPs from opposition parties is needed.
He stated that former High Representative Wolfgang Petritsch imposed many amendments to the RS Constitution, which is why, as he assessed, the existing RS Constitution "is not the will of the people, but the will of a foreigner."
He said that these imposed decisions were confirmed by the RS Parliamentary Assembly, but he assessed that this was not in accordance with the Dayton Agreement.
In his words, the members of the BiH parliament "are not Republika Srpska", and the RS has never established a position on these imposed laws.
He added that for RS, circumstances are "better than before" because "RS has more friends in the world."
"They killed us with various impositions, the state is the only one that can implement its decisions, and BiH will not be able to implement them without us," Dodik continued.
He emphasized that the RS deliberately did not intend to appoint two Serb judges to the Constitutional Court of BiH, instead of those who retired, so that it could challenge the work and decisions of that court.
According to the draft of the new RS Constitution, this entity of BiH has the right to self-determination, and the Council of Peoples of RS and the RS Vice Presidents are abolished.
BiH citizenship is also abolished, and only entity citizenship is listed.
The re-formation of the RS Army is envisaged, as well as the establishment of the RS High Judicial and Prosecutorial Council, which would appoint judges and prosecutors in this BiH entity.
BiH ambassadors of Serbian nationality would be appointed by the President of the RS, instead of the Serb member of the BiH Presidency, and laws at the state level would have to be confirmed by the RS National Assembly.
According to the draft of the new Constitution, the capital of RS would be Banja Luka, instead of Sarajevo, as stated in the current Constitution, while Pale, or East Sarajevo, would be declared the "capital".
