European Commissioner for Enlargement and Neighborhood Policy Marta Kos stated that the European Union (EU) cannot impose sanctions on Republika Srpska President Milorad Dodik, because not all member states agree to it.
"Member states are not united on the issue of sanctions against Dodik," Kos told Radio Free Europe (RFE).
She pointed out that "it is difficult to deal with someone who is not working in the best interests of their country - Bosnia and Herzegovina" and its territorial integrity, sovereignty and constitutional order.
"And that is one of the reasons why we have not yet been able to open negotiations with BiH, even though BiH has candidate status, but due to the internal political situation they cannot even appoint a chief negotiator," said Kos.
She added that the BiH government "is unable to put on paper a reform agenda that would allow them to receive a billion euros from the EU Growth Plan."
She assessed that, when it comes to the negotiation process, she sees hope in the opposition in RS.
"For now, there are some bright spots, and that is that there is also an opposition in RS, which is becoming more constructive, and that could then be a breakthrough for the negotiation process," the European Commissioner concluded.
