At least two cases of land sales, which the owners claim were carried out on the basis of forged documents and without their knowledge, have been recorded in the last few months in Kosovo, in the village of Çaglavica, not far from Pristina.
In both cases, the same actors appear – one person appears as a buyer in one case, and as a seller in the other, while the other person has the opposite role, reported by the local Media Center.
This NGO announced that the alleged powers of attorney were drawn up in Montenegro, and that a notary from Podgorica revoked the power of attorney on the basis of which the real estate owned by one of the actors was sold and informed the notary in Pristina, as well as the Kosovo Chamber of Notaries.
The first case
The first case concerns a resident of Čaglavica GM, who on December 25, 2025, while checking his property data, noticed that there had been a change in ownership of his 9.553 square meter plot in the cadastre, in the Veternik locality in the Čaglavica cadastral zone, Pristina Municipality.
"I have never sold, nor have I given anyone the authority to sell, that land, which is not only mine but also my brothers and sisters'," GM said.
Purchase details
According to cadastral data, the decision to transfer ownership was made on November 18, 2025, based on a purchase and sale agreement that was reportedly certified by notary B. Dž. in Pristina on June 2 of last year. The decision lists RO, also from Čaglavica, as the buyer, or new owner of the plot.
"On June 2, 2025, a transaction was concluded in the amount of 500.000 euros, thereby acquiring legal possession of the aforementioned plot," the document states, which also lists the name of the new "owner", reports Media Center.
Discovery of forged power of attorney
On December 26, 2025, GM contacted the notary in Pristina, who certified the purchase contract, where he was informed that the purchase contract was certified based on the power of attorney that GM allegedly gave to M. .Q, which was certified by notary DJ in Podgorica, on April 29 of last year.
On the same day, GM's son from Čaglavica contacted notary DJ in Podgorica and indicated that this was an illegal sale. Notary DJ sent him a copy of GM's ID card, on the basis of which he verified the power of attorney given in this case to the seller of the property MQ.
"That ID card contains my personal information, but the photo on the document is not mine. It is a forged document," GM said, adding that the person who appeared at the notary's office in Podgorica that day was not him.
Reaction of notaries from Podgorica
Notary DJ from Podgorica immediately sent a letter to the notary chambers of Montenegro and Kosovo, informing them of the information he had obtained, with a request that all notaries be warned not to proceed further not only with this, but also with four other powers of attorney related to this case, writes Media Center.
The letter also states that a subsequent check determined that on the same day, April 29, 2025, for the same real estate and to the same attorney, powers of attorney were allegedly given by the GM siblings, certified before the notary LP in Tuzi, on April 24 of the same year.
"The document that notary DJ from Podgorica sent to the notary chambers of Montenegro and Kosovo states that my siblings allegedly gave me a power of attorney with another notary LP in Tuzi, that I could give a power of attorney to someone else to sell our property. So, they obviously forged the documents of my siblings as well," GM states.
On January 6, GM made a written statement and certified it with a notary in Gračanica, in which he claims that he has not resided in Montenegro in the last 40 years, that he has never been to notary DJ, and that he has never given a power of attorney for the sale of his plot of land in Čaglavica. In that statement, which he sent by mail to notary DJ in Podgorica, he requested that the disputed power of attorney be annulled and rendered ineffective, as well as that the notary chambers in Montenegro and Kosovo be notified of this, in order to annul all legal actions arising from that document.
"I note that I have filed criminal charges in Kosovo against the persons who participated in this act of forgery and sale of my property, and that proceedings are underway that will certainly prove the allegations I have mentioned here," GM wrote in a statement.
Given that GM's statement did not reach notary DJ by mail even after more than ten days, he personally traveled to Podgorica a few days ago and submitted a written statement, writes Media Center.
After that, notary DJ revoked the power of attorney on the basis of which the real estate owned by GM was sold and informed notary B. Dž. in Pristina, as well as the Notary Chamber of Kosovo, about this.
Legal actions and criminal charges
Previously, GM, through his lawyer, filed a lawsuit to annul the disputed purchase contract and requested the Basic Court in Pristina to issue a temporary measure - blocking the plot in the cadastre, in order to prevent further disposal of the property.
On December 26, 2025, GM, through his lawyer, filed a criminal complaint with the Special State Prosecution Office of Kosovo against MQ and R. O, on suspicion of committing the crimes of organized crime, fraud, falsification of documents and legalization of false content.
The criminal complaint states, among other things, that the injured party proposes that the competent prosecutor's office conduct an investigation, identify other members of the group, file an indictment, and seize the property gains acquired through the commission of the aforementioned criminal offenses.
GM filed a new criminal complaint regarding this case yesterday with the Basic Public Prosecutor's Office in Pristina, Department for Serious Crimes.
Another case
An almost identical case was recorded with another resident of Čaglavica, DM, who learned that his plot of land measuring 2.775 square meters, also in the Veternik locality, in the Čaglavica cadastral zone, Pristina municipality, had changed owners twice in a short period of time, reports the Media Center.
The first change of ownership was carried out on the basis of a purchase and sale contract drawn up on 29 July 2025 and certified by notary B. Dž. in Pristina – the same notary as in the GM case. DM's real estate was sold on the basis of a power of attorney allegedly drawn up in Montenegro, by which DM allegedly authorized RO (the buyer in the GM case) to sell his property.
RO sold the plot to MQ (the seller in the case of GM) for the amount of 150.000 euros. The documentation was accompanied by the consent of SN (maiden name), D. M's wife, with an apostille stamp, by which she allegedly gives her husband consent to the sale of the property.
The documentation that the Media Center editorial team had access to states that DM has a registered residence in Montenegro, although he claims that he has not resided in Montenegro for the past 10 years, nor, as he says, has he given anyone a power of attorney to sell his property.
The second change of ownership of that plot was made, according to publicly available data, on December 30, 2025. The purchase contract was concluded on that day, the value of the property was 180.000 euros, and IA and another person, most likely his wife, were registered as buyers, with an indication of joint ownership.
Same actors
In the case of G. M, as in the first change of ownership of the plot of land D. M, the same actors appear, but with their roles reversed. In the case of GM, the buyer is R. O, while the seller is MQ. In the first case concerning D. M, RO appears as the seller, while MQ is the buyer of the property.
In addition, in both of these cases the purchase and sale contracts were certified by the same notary, B.Dž., in Pristina.
In the second change of ownership of the DM plot, a new person, IA, appears (with joint ownership registered), who, according to the Media Center's knowledge, is not currently connected to the previous transactions between RO and M. Q, nor to the previously described purchase and sale procedures.
Legal actions in progress: the case of DM
Given that DM only learned a few days ago that his property had changed hands, he says that legal action regarding his case is underway before the competent institutions. He has reported the case to the Kosovo Police for now.
The Special Prosecutor's Office has not yet responded
The Čaglavica Media Center contacted the Special Prosecutor's Office of Kosovo regarding these cases two days ago, but they state that they had not received a response by the time the article was published.
