The government of Republika Srpska (RS) paid 1,3 million convertible marks (670 thousand euros) to a fictitious company, registered in mid-December 2025 in Banja Luka, in January this year as an advance for lobbying for the president of the Alliance of Independent Social Democrats (SNSD), Milorad Dodik, and other officials from RS in the United States of America (USA), the Sarajevo-based portal Istraga.ba reported.
The money was transferred to the account of the company "Madisson K Consulting" doo Banja Luka, founded on December 16th of last year and registered at the address of the Banja Luka Hotel "Bosna".
The founder of the company is Serbian-American citizen Ivan Mišić, a friend of Veljko Vukelić, Dodik's godfather, residing in Inđija, Serbia, who, according to the Investigation, organized the meeting between Mišić and the leadership of Republika Srpska.
In January of this year, the company signed a contract for "consulting services" with the Secretariat of the RS Government.
As stated, the value of the contract is two million dollars, with the obligation to immediately transfer an advance payment of 1,3 million KM to the company's account.
The public procurement procedure was not specified, and the contracting parties undertook that the company "Madisson K. Consulting" would not be held liable for any omissions, either materially or in any other form, the text states.
The duration of the contract is 18 months from the date of signing.
With that contract, as the Istraga portal reports, the RS Government committed itself to paying bonuses to that fictitious company, in addition to the initial two million dollars (which includes an advance payment of 1,3 million KM).
It is further stated that the first bonus, of two million dollars, will be paid if Ivan Mišić manages to organize a meeting with US Vice President JD Vance for Milorad Dodik and other RS officials.
The second bonus relates to a possible meeting between the leaders of Republika Srpska and President Donald Trump.
If such a meeting is organized in Banja Luka, the Government of Republika Srpska will pay "Madisson K. Consulting" an additional five million dollars, the text states.
After the first tranche of 1,3 million marks was paid from the RS Budget to the account of the newly established company without a single employee, the competent bank notified the Financial Intelligence Department of the BiH Investigation and Protection Agency (SIPA) about the suspicious transaction, which, in accordance with legal possibilities, ordered a temporary blockade of that money.
The investigation further states that SIPA investigators have meanwhile interviewed Ivan Mišić, who said that the money was paid into the account of "Madisson K. Consulting" based on a contract signed with the Government of Republika Srpska.
SIPA then informed the Prosecutor's Office of BiH about everything, which, as it is emphasized, did not react to it.
SIPA's blockade has since expired, and Mišić withdrew 1,3 million marks and took them away, the Sarajevo portal concluded.
