A former member of the Kosovo Liberation Army (KLA), a citizen of Kosovo, was arrested in Serbia in the morning hours of February 5, the Organization of War Veterans of the Kosovo Liberation Army (OVL KLA) and lawyer Arianti Koci announced.
The deputy president of the KLA OVL, Gazmend Sila, told Radio Free Europe (RSE) that Ložani was arrested at the border between Serbia and Croatia and that during the check, a KLA veteran's membership card was found in his pocket.
Sila added that Ložani participated in several military training courses in Albania, but that there is no information that he was engaged on the front lines in Kosovo.
Meanwhile, Koci stated that the arrest took place around 11 a.m. on February 5th.
According to him, this case is not isolated, as arrests of Kosovo citizens passing through Serbia are recurring.
Koci called on the Kosovo authorities to respond to these arrests, not ruling out political measures, "including a 24-hour border closure, if the arrests continue."
"From my perspective, as a lawyer, it seems like the maximum possible. However, effective protection of Kosovo citizens cannot remain solely at the individual level. It is the responsibility of the state, within and beyond its borders," Koci wrote.
The Ministry of Foreign Affairs and Diaspora of Kosovo has not yet commented on this case.
It is still unknown on what grounds Ložani is being charged.
However, Serbia has been detaining Kosovo citizens for a long time on charges of war crimes committed in Kosovo during 1998–1999, and in 2025 alone, several such arrests were recorded.
During the 1990s, Serbia characterized the Kosovo Liberation Army as a terrorist organization, while for Kosovo, the KLA was an organization that defended the local population from repression by the Yugoslav armed forces.
