British Secretary of State for Security Ben Wallace accused Russian President Vladimir Putin of being ultimately responsible for the Novichok nerve agent attack on a former Russian spy and his daughter in March in England.
"Ultimately he is responsible, it is the head of state," Wallace told BBC Radio Four.
London yesterday accused the Russian military intelligence service GRU of carrying out the poisoning operation.
British prosecutors have indicted two Russian nationals, Alexander Petrov and Ruslan Boshirov, over the nerve agent poisoning of former Russian double agent Sergei Skripal and his daughter in Salisbury.
Prime Minister Theresa May told MPs that British intelligence had concluded that Petrov and Boshirov were working for the Russian military intelligence agency GRU.
The spokeswoman of the Russian Ministry of Foreign Affairs, Maria Zakharova, then stated that the names of those people mean nothing to Russia.
