The tenants of the building in Skerlićeva street in the center of Pljevlja, where the city's boiler house is located, claim that the heating plant operates contrary to the law and that it does not have all the necessary permits for work.
The heating plant in Skerlićeva Street is one of the main air polluters in the city.
"Tenants are at multiple risk due to toxic gases, smoke, soot, ash, as well as noise, vibrations and particles created by the operation of this heating plant. The operation of the boiler house is unacceptable for the tenants on several grounds: constructional, technological and, above all, ecological. It is unthinkable that in the 21st century, with clearly defined standards regarding the environment, in the midst of EU accession negotiations, citizens, especially the tenants of Skerlićeva Street, have to suffer quasi-excuses that this is a temporary solution, which should last until the boiler house is relocated . It is unthinkable that a temporary and transitional solution to anything, let alone something that directly threatens the health and lives of the citizens of Pljevlja, has lasted since 1976, that is, for a full 43 years," the tenants of the building where the city's heating plant is located stated in a statement.
They claim that those responsible have no empathy whatsoever for the 16 families who live in that building, where, as they point out, the incidence of cancer and mortality has increased rapidly. They say that more than 30 people have died in the last few years.
"Defending the public interest on this example, while not citing any parallel example in Europe, where the boiler-heating plant, which uses coal, is located in the very center of the city, means being above all irresponsible," the tenants stated.
In the heating plant, they point out, there are three boilers with a power of 6 megawatts, with completely primitive boilers that function on the principle of mechanical burning and manual extraction of ash and slag, which are taken away in an even more primitive way by a tractor on a trailer.
"In 2011, the competent authority banned the operation of the boiler house, while the license to operate the boilers expired three years ago. On top of everything, it is also a construction and technologically unsustainable building. The boiler house does not have any construction and site documentation, urban planning and technical conditions, revised design and technical documentation, environmental impact assessment reports, building permit, consent, appointment decision and statement of the supervisory authority, adequate business plan - fire protection, report on the technical inspection of the works, the use permit", claim the tenants.
