Ukraine's rejection of the "Minsk 3" agreement, which would have ended the fighting in that country, shows that Kiev does not want to participate in peace talks, Kremlin spokesman Dmitry Peskov said.
Peskov said this after Ukrainian President Volodymyr Zelensky, through a video link for the G20 summit in Bali, rejected the possibility of a third agreement from Minsk, reports Reuters.
The third Minsk agreement refers to the two failed ceasefire agreements between Kyiv and Moscow, as well as the status of the eastern Donbass region.
"We will not allow Russia to wait, to build up its forces and start a new series of terror and global destabilization. There will be no third Minsk agreement, which Russia would violate immediately after signing," Zelensky said.
Kremlin spokesman Dmitri Peskov told the state news agency RIA Novosti that this "absolutely" means that Kiev does not want to negotiate peace.
Peace talks have been tenuous in recent months, following the collapse of initial attempts in Istanbul aimed at a ceasefire during the first weeks of the war.
Germany and France were mediators in the first Minsk agreements signed in 2014 and 2015. The original agreements were about a ceasefire in eastern Ukraine, which has been fighting between Russian-backed separatists and Kiev on the other side.
Both sides accused each other of violating the agreement.
