The European Commission proposed the ninth package of sanctions against Russia, and another 200 individuals and entities would be on the sanctions list, reports Reuters.
The President of the Commission, Ursula von der Leyen, said that she advocates the inclusion of three additional Russian banks, along with new export controls and restrictions, especially for dual-use goods such as some chemicals, nerve agents, electronics and IT components.
"They continue to bring death and destruction to Ukraine, deliberately targeting civilians and civilian infrastructure and seeking to paralyze the country in early winter," von der Leyen said in a statement.
He adds that the eight packages they have introduced so far bite Russia hard and that they want to increase the pressure with an additional nine.
Kyiv Mayor Vitaly Klitschko warned of an "apocalyptic" scenario for the Ukrainian capital if Russian airstrikes on infrastructure continue during the winter, reports Reuters.
Klitschko said that there is currently no need for residents to evacuate, but they should be ready to do so.
"Kiev could lose electricity, water and heating. An apocalypse could happen like in Hollywood movies, if it is not possible to live in houses due to the low temperature," Klitschko said in an interview with Reuters.
"We are fighting and doing everything we can to prevent this from happening," said the mayor of the capital of Ukraine.
Russia has deployed in Ukraine almost half of the people recruited in the partial mobilization of reservists, that is, about 150 thousand soldiers, announced President Vladimir Putin.
"Out of 300.000 of our mobilized fighters, our men, our defenders of the homeland, 150.000 are in the operation zone," Putin said during a televised meeting.
Putin specified that out of that number, 77 reservists were directly deployed in combat.

"As for the duration of the special military operation, of course, this can be a long process," Putin said.
At a televised meeting of his human rights council, he emphasized that the Russians will "defend themselves with all the means at our disposal", and that the West sees them as "a second-class country that has no right to exist".
During the past day, Russia also attacked the Kherson region - 51 times, and on that occasion two civilians were killed, while one was wounded.
As reported by Kyiv Independent, the attacks damaged civilian infrastructure and residential buildings in the region.
More than 17 civilians, including about 400 children, have lost their lives in Ukraine since February, according to the United Nations (UN) emergency aid coordinator Martin Griffiths.
Citing data from the Office of the UN High Commissioner for Human Rights, Griffiths said that since February 24, the beginning of Russia's attack on Ukraine, 17.023 civilians have been killed.
"However, we know that the actual number of victims is far higher," Griffiths said, the agencies reported.
He stated that the World Health Organization reported at least 715 attacks on the health system of Ukraine, specifying that 630 attacks were on health facilities and 61 on personnel.
According to him, more than 14 million Ukrainians were forced to leave their homes.
"Among them, 6,5 million are internally displaced, and more than 7,8 million are refugees across Europe," Griffiths said.
