Russia: Attacker who wounded eight people with a knife is a local resident, IS claims responsibility

The man who attacked passers-by with a knife in the Russian city of Surgut, in the Khanty-Mansi Autonomous District, has been identified as a local resident. The Islamic State claims that this is its soldier, and has claimed responsibility through the Amaq agency.
