The Main Intelligence Directorate of the Ukrainian Ministry of Defense announced that today's terrorist attack in Moscow was a "planned and deliberate provocation" by Russian special services, ordered by President Vladimir Putin.
In a statement, the agency stated that the aim of the attack was to justify even harsher attacks on Ukraine and to gain support for a general mobilization in Russia, the Meduza portal reports.
"Putin has extensive experience in organizing such terrorist acts as a way to strengthen his own power," the agency said.
In this evening's armed attack in Moscow, at least 40 people died and at least 100 were wounded.
Several attackers opened fire tonight with automatic weapons and then threw a bomb in the Crocus City Hall before the start of the Piknik concert.
The Islamic State claimed responsibility.
