Russia carried out a massive drone attack on the Ukrainian Danube port of Izmail, killing three people and injuring 11 others, including a child, Odesa regional governor Oleh Kiper wrote on Telegram.

Izmail is a key hub for Ukrainian grain exports, located on the border with NATO member Romania, and has been repeatedly targeted by Russian attacks.

Romanian authorities in the region of Tulcea, just across the border from Izmail, activated their sirens, warning that drones were located near the border.

The Ukrainian Air Force also issued a drone and missile alert for Kherson, Mykolaiv and Sumy regions.

US President Joseph Biden said Thursday in a meeting with Ukrainian President Volodymyr Zelensky at the White House that "Russia will not win."

"Ukraine will win and we will be with you all the time," Biden told his Ukrainian counterpart.

Zelensky presented Biden with what he called a plan for victory against Russia, and again demanded that the United States of America (US) lift restrictions on the use of long-range weapons against military targets inside Russia.

Biden previously announced more than eight billion dollars in military aid to Ukraine, to help that country fight the Russian invasion.

The assistance includes the first delivery of precision-guided glide bombs with a range of up to 130 kilometers, Patriot missile systems, as well as air-to-ground ammunition.

"We are making it known that we are with Ukraine now and in the future," Biden said at the meeting with Zelensky, Voice of America (VOA) reports.
