The Minister of Justice, George Shaponda, stated that the criminalization of "being high" would promote public decency, the BBC reports.
"Go to the toilet, when you want to 'let off the gas,'" Shaponda told local radio.
This, however, is opposed by General Anthony Kamanga who stated "I do not understand how a reasonable person can interpret the article of the law on the prohibition of air pollution, in such a way that it wants to prohibit the "release of pigeons".
The law, which has been in force since 1929, emphasizes that endangering people's health by polluting the air in public is prohibited.
Shaponda says that "gassing" should also be officially included in that law.
When asked how the law would be enforced, Shaponda replied, "The same as urinating in public."
