Iranian authorities have arrested 35 people in connection with the January 3 attacks in the southeastern city of Kerman.
Iran's Ministry of Intelligence said it had identified one of the two suicide bombers as a citizen of Tajikistan who entered Iran illegally on December 19, Reuters reports.
The statement said more information about the second suicide bomber would be released later.
On January 4, the militant organization Islamic State claimed responsibility for the attack that killed nearly 100 people and wounded 284.
The attack was carried out in the cemetery, while the anniversary of the assassination of the commander of the Quds unit of the Revolutionary Guard of Iran, Qasem Soleimani, was in progress.
