Nine people were killed after a driver plowed his car into a crowd of people at a Filipino street festival in the Canadian city of Vancouver, police said.

A 30-year-old man from the western city was arrested, and police said they were confident it was not an act of terrorism.

The incident occurred shortly after 20 p.m. local time, at the site of the "Lapu Lapu Day Block Party," Reuters reports.

At a press conference held at midnight local time, police said the suspect was "known" to them, but gave no further details. The man was initially subdued and detained by bystanders at the scene.

"There are multiple fatalities and injuries. It wouldn't be fair to speculate on the exact number, as the victims have been taken to multiple hospitals in the region," said Vancouver Acting Police Chief Steve Rai.

"I am devastated by the news of the horrific events at the Lapu Lapu Festival in Vancouver earlier tonight," Prime Minister Mark Carney wrote on Twitter.

Vancouver Mayor Ken Sim and British Columbia Premier David Abbey posted similar comments on the same social network.

One witness told CTV News he saw a black vehicle acting erratically in the festival area just before it hit the crowd.

The Vancouver Sun reported that thousands of people were in the area.

"I didn't get to see the driver, all I heard was the sound of the engine," Joseb Varde, co-owner of the Bao Buns food truck, said in a statement to Postmedia.

"I got out of my food truck, looked down the street and saw bodies everywhere," Varde said, his voice shaking. "It went through the whole block, right down the middle."
