Kim has also in recent years shifted his foreign policy toward Russia, sending thousands of troops and large quantities of weapons to support President Vladimir Putin's war in Ukraine, while presenting North Korea as part of a united front against the United States.

Lukashenko and Kim last met in September 2025 in Beijing.
