He was born in Štitarica, Mojkovac (1936), and graduated from the Medical Faculty of the University of Belgrade (1963), where he specialized in neuropsychiatry (1975) and defended his doctoral dissertation (1983) on the depressive optimism of Montenegrins. This celebrated work (published for the first time in Zagreb, 1985) has gone through several editions and constitutes a scientific synthesis of a multidisciplinary approach in research and study of psychological, psychoanalytic, philosophical, anthropological, ethical, psychiatric, historical, literary, customary and libertarian life and struggle in Montenegrin. of the people by the method of observation, analysis, interviews, questionnaires, study of medical materials, and philosophical literature and literary phenomena of various Montenegrin literary forms, with which he investigated and established the fundamental forms, nature and structure of the Montenegrin man's personality.

The biography of Doctor Todor Baković was written in golden letters by his professional duties: physician and director of the Health Center in Mojkovac (1963-1984), director of the Health Center in Danilovgrad (1984-1989), where he left a deep human and ethical stamp among Bjelopavlići and the residents of this municipality. elevating to the highest pedestal the Hippocratic principles of medical ethics and establishing the highest reach of leadership and organization of primary health care, which is the permanent legacy of this distinguished health institution.
