Ecological state - the best development chance of Montenegro

Today is 29 years since, in violation of our Constitution, Montenegro falsely presents itself as an Ecological State.

How it all began is best described by a quote (page 135) from the book "Less than a game – more than life" by the then President of Montenegro Momir Bulatović: "In the days and months in which we were feverishly looking for a way to get out of the impasse and set a new goal, a saving idea appeared. Doctor Dragan Hajduković, a physicist with an amazing power of imagination, in long conversations presented the idea and indications of a program to declare Montenegro and make it the first Ecological State in the world".

Our conversations during the first quarter of 1991 prompted President Bulatović to take action, which, half a year later, resulted in the adoption of the Declaration on the Ecological State on September 20, 1991 in Žabljak.

Already in the middle of spring (despite the personal benevolence of President Bulatović), I was permanently removed from the project because I was a Montenegrin; It's hard to understand today, but in the early nineties, being a Montenegrin was an unforgivable sin; it didn't happen again.

What President Bulatović understood and expressed with the words "determine a new goal" and "saving idea" is still valid today. The Ecological State project is a development project. There is no other project that (if the world would believe in the seriousness of our intention to become an Ecological State) can bring us such a quick and great worldwide recognition, reputation, charm and sympathy and provide enormous help in knowledge, donations and socially responsible capital (the most humane part world capital).

I hope that the Montenegrin media will give me enough space during the fall to present the Ecological State project again in today's very different time and conditions after 30 years. The only thing I can say here is that, if we had a government that understands and wants to, in two election periods of four years each, that is, in just eight years, Montenegro can become one of the best countries in the world in terms of humanity and quality of life; a European and world spirit, a country that the world admires, and many citizens of the world perceive it as their second homeland, because of the vision and the example it sets.

It looks like a utopia, but it is a very achievable reality. Unfortunately, what I say is understood by only a single-digit percentage of citizens, and among the leading politicians, including you, I don't know anyone who has found the time to dig deep and understand the project I am proposing.

Bad weather and bad government did not allow the start of the Ecological State project either in 1991 or 2006; if the project had been carried out seriously from 2006 until today, Montenegro would already be one of the best countries in the world. It would be a great blessing if your government, already in 2020, after 30 years of waiting, enables the start of the Ecological State project, as the greatest development chance of Montenegro.

The minimum that the new government should do is that, in addition to the Government as you have already imagined, appoint a Deputy Prime Minister for the Ecological State; therefore, an additional position that no one has thought about until now. The Deputy Prime Minister for the Ecological State and his team would have the task of confirming in practice the wonderful development possibilities of the Ecological State project and laying the foundations for its further development in a trial period until the end of next year, with energetic and creative work.

Thus, in addition to the standard Government (which inherits Montenegro on its deathbed, and will have a cruel daily struggle for the survival of citizens and the reorganization of the state), there would also be a part of the Government, which, freed from daily problems, fights to open new development opportunities.

It is impossible to present a complex project in a letter with less than 1.000 words, but please understand that the Ecological State project is based on a deep understanding of the current state of mind in the world and an energetic and original, completely unusual use of that state for the benefit of Montenegro, but also for the welfare of humanity, which urgently needs such visions and pilot projects.

We live on a planet that is dying under the torture of the current system of production for profit, instead of production for the quality of life of all people. We have terrifying planetary pollution, water, land, food and air, and galloping climate change threatens to destroy life on Earth. Let's not forget the dramatic differences, for example, that the richest people in the world who can sit together on a single plane have more than the poorer half of humanity.

On a planetary level, we live in a deeply sick "civilization" that is unsustainable; the survival of humanity depends on great and urgent changes.

This state of affairs on the planet is actually a chance for Montenegro, because there is great world receptivity (ordinary people, celebrities, donors, centers of knowledge and part of the world's capital) for visions such as the Ecological State project. If he is lucky, a spirited and capable President of Montenegro, or at least an energetic and creative "Vice President of the Government for the Ecological State", could already during the next year 2021, completely change the current ugly image that Europe and the world have of the country of Montenegro .

Already in 2021, the European and world "offensive" of Montenegrin charm and creativity could be successfully carried out. With numerous, well-chosen contacts, enthusiasm can be awakened and support provided by a large number of the most successful and famous people in the world (from the greatest scientists to the greatest singers, actors and athletes). Imagine that a large number of the world's most famous personalities express their support and sympathy for the Ecological State of Montenegro.

With such famous "green ambassadors" they would immediately be the center of attention and publicity of the world media. Celebrity support, media attention, newly acquired charm and, of course, serious work would relatively quickly and easily lead to crucial support from knowledge centers, donors and socially responsible capital. They would get everything we need - world publicity, knowledge and capital to turn Montenegro into a truly ecological country and one of the best countries in the world.

With respect and desire, that for the good of Montenegro, you will be the most successful government.
