Carefully following the procedures of public expression of dissatisfaction of educators in Budva for a long period of time, we cannot escape the impression that their last public protest on the plateau in front of the Municipality and the hunger strike of some disgruntled colleagues was misused by the majority of political parties.

Visits by political delegations that parade in front of humiliated educators is, to put it mildly, an insult to the intelligence of every educator in the country. Each of the parties that are now collecting political points has been in power either locally or at the state level until now since 2010 and has neatly washed their hands of the problem called housing for educators.

And the problem is not from yesterday. The first problem generator was Svetozar Marović. That year, the then mayor of Budva, in agreement with the Housing Cooperative and the Trade Union, decided for the sake of local elections that every educator in Budva would get an apartment on favorable terms. Instead of about thirty real tenants, Svetozar decided in a megalomaniacal manner. Then another local strongman, Boro Lazović, enters the story about the apartments and changes the plot already assigned to the Housing Cooperative in an attractive location (due to his private interest) for a much worse plot under the hill.

And that's when the big problems start... All subsequent presidents of the municipality of Budva, from Kuljača to Tsarević, contribute to the fact that this problem only increases. The general design of the building was changed because the previously expensive solution blocked the view from the local councilor's apartment in Budva. So the project was done twice! Enough is already known about the landslide at the construction site, but almost nothing is known about who and how much was involved in its rehabilitation.

The director of the Cooperative himself behaved like a party soldier who, up until Minister Šehović, successfully poured state money and loan guarantees into this abyss called residential buildings for educators. We repeat, no President of the municipality seriously wanted to solve this problem. The best example of our statement is the story about the underground garages that should be bought by the municipality. How? When even the access roads are not properly built. Pure populism. How much money is owed to the contractor, and will he ever be able to complete the work?

Keeping before our eyes the hope and despair of the true tenants of educational workers from Budva, we are free to publicly propose a solution to this problem to the Ministry of Education. Therefore, it is urgent to form a joint commission with the Housing Cooperative that would reliably determine the degree of completion of the building. After that, at that stage of completion, form the price per square meter and enable the real tenants to take over the keys to their apartments. The municipality and the state should fully arrange the location and all access roads. Finally and most importantly, the Ministry of Education should file criminal charges against all participants in this dirty work. From the beginning and without exception.

This is the only way we will respect our educators.
