The population census of a country, apart from a legal obligation, is also the fundamental basis for conducting all public policies in that country. If we understand the definition of the state as the organized and legally governed government of the population of a territory, then the exercise of power must simply take place on the basis of agreed public policies. In other words, education, health, economy, internal affairs are defined on the basis of a ten-year cross-section of the state called the population census. The state must know where to build cemeteries and hospitals and where to build maternity hospitals and schools. The needs of the population of a country can be reliably defined only through the population census.

The CIVIS citizens' union strongly advocated the necessity of organizing a regular population census as soon as possible, so that we as a society could define our civic priorities important for the daily life of every individual in the country. To CIVIS, the census does not mean a national, religious, linguistic or any other count. We will try to answer what is the population census?

The population census contains a detailed account of the following areas:

1. Soil and climate (21 detailed units. From the area of ​​the territory to the number of tropical days in the country),

2. Social and political organization (10 elaborated units),

3. Population (37 elaborated units, from the number of inhabitants to migrations to the number of marriages and divorces). For politicians, interesting topics from this area are only segments of a detailed presentation of this whole.

4. Employment (11 elaborated units),

5. Social product and national income (6 processed units),

6. Statistical review of each economic branch individually. (Total 96 units)

The following should also be noted when it comes to the organization of the census. All these detailed data are presented for each municipality in Montenegro. Therefore, the population census is the identity card of a country. Its ten-year scanner and the path in which direction each of the listed public policies should be led. In practice, this means - meritocracy in action. We are strongly committed to that. In this we see the path of development of Montenegro.

If our national, religious and political elites continue to insist on issues from the census that divide us citizens, and if these issues continue to serve as a currency for rotten compromises and blackmail, then the citizens of Montenegro will be held hostage by the schizophrenic policies of party rulers.

Not being in favor of the population census means that we are not interested in how old we have become in the age pyramid. Not being in favor of the census means that we don't care about external economic migration and the internal movement of the young population from the north to the south. Not being in favor of the census means that we don't care how poorly we are treated and how young we die. How good are the schools where our children study. Finally, not being on the list means that you are not a good Serb, Montenegrin, Bosniak, Albanian, or Croat, because you don't care about your country. Not being on the list means you are a politician. The census is organized because of responsible public policies with which we should win elections. It is one of the greatest reflections of the meritocratic political concept and its realization in daily public policy for the benefit of the public good - precisely all those who are involved in the census.
