This is how it happens in the combination of two old but well-maintained traditions, Montenegrin polity before the bigger and stronger and European contempt for the smaller and weaker...
I look at these congresses of admiration for (another) initiative on Balkan cooperation and try to determine who is crazy and who is confused. They are normal, it seems, in such a minority that they are almost unheard of...
What is it? Well, about the recently concluded summit of the leaders of the Balkan states under the supervision of EU and US officials, at which the Growth Plan for the Western Balkans was enthusiastically accepted.
And what does it contain?
The same as the Open Balkans, except that the EU did not give even five cents for it.
For the Growth Plan, the European guardians of the Balkan six will give - six billion euros.
The Open Balkans initiative emphasizes:
- The importance of cooperation in the region due to European integration and the fight against crime;
- Making progress in the area of four freedoms of movement: people, goods, services and capital;
- Opening borders to make life, business and employment easier for citizens;
- Crossing borders with an ID card, etc. etc...
And the Growth Plan for the Western Balkans?
The same, but camouflaged with long and clumsy clerical sentences.
Only the beginning is different, Ukraine and the Middle East are mentioned, which are not included in the Open Balkans initiative...
Because in 2019, when it was written, there was neither Russian aggression against Ukraine nor Israeli aggression against Palestine.

What is - yes, there are differences in the number of signatory countries, but no one prevented half of the current six from joining.
They're not, and that's perfectly fine.
However, it is not at all right that the opposition to the Open Balkans is justified by the danger of its transformation into the great Serbia of Aleksandar Vučić and/or the great Albania of Edi Rama.
There wasn't even one from Macedonia, because the EU and the USA also came to this little one...
At the summit in Skopje, the Growth Plan for the Western Balkans was accepted by both Vučić and Rama, but the danger of drowning in Greater Serbia and Greater Albania did not prevent Bosnia and Herzegovina, Kosovo, or Montenegro from initialing it...
And what has changed in our country from intimidation by the Open Balkans to enthusiasm for the Growth Plan for the Western Balkans?
Nothing, only the prime ministers and their names are significantly different.
The one who has been demonized for two years because of the Open Balkans is called Dritan Abazović.
Milojko Spajić, who, after two months of internship, was almost declared the guarantor of Montenegro's entry into the European Union by the spokesmen from Brussels.
Am I alluding to what in the so-called public discourse is not decent?
Yes, but the main difference is in the world views of the two prime ministers.
And in their priorities.

Abazović said in his mandate exposé that he considers the most important task to be the fight against corruption and crime, and for the rule of law.
The commissioners of the European Union agreed with this at the time, insisting on arresting big fish, exposing big affairs, supporting the strengthening of judicial institutions and amending the most important laws...
The Prime Minister kept his word, if what was done during his mandate was not fulfilling the obligations from Chapters 23 and 24 - e, then I don't know what is...

As a mandate holder, Milojko Spajić considered increasing salaries and pensions the most important task.
How he stands with keeping his word was seen when he gave up higher pensions for everyone, took care only of the poorest, and then instead of increasing wages, he devoted himself to - hedging...

All the participants in the debate on the election of the supreme state prosecutor claimed that the Montenegrin parliament is completely focused on European integration.
Only his followers said that on Savindan, not only God helped them in that work, but also the first to him - Saint Sava...
And that the speeding up of the pre-accession negotiations on the entry of some other parties into the Government was crucial during the vote - everyone who believes only saw with their own eyes...
Three quarters plus one, not even Irena Radović achieved that. I guess because she was elected on the holy day of the lesser-known Saint Martyr Myropia...
By the way, the two are connected not only by date. But also the rebellion against the government, because of which both were subjected to mobbing...
There are no signs that the new Supreme State Prosecutor ever publicly rebelled against the former regime, but he still got three more votes than the governor: 61 out of 81 - oh, is that even possible...
It was possible, but not for the reasons of Song of the Dead Proletarians, they were connected by ideals.
Rather, because of the related trade in the Montenegrin parliament, which could be sung to the one from the title, also proletarian, with a change of name at the beginning: ... that we do not deviate from Your path"...
And they won't, four or five ministerial positions, including the vice-presidential position, plus a dozen assistant positions and as many more in directorates and agencies - isn't it enough for about twenty additional green buttons...
It goes without saying that I exclude the four votes of Ura from that trade. But not because brother Dritan wrote this column for me, but for three real reasons.
A vote for Maja Jovanović would be in vain, despite the fact that he is the best candidate.
Abstention from voting is not an option for a party that, inversely proportional to its strength, decisively influenced the change of political will for prosecuted corruptors and criminals.
Now he can lie to his heart's content, everyone can improve their performance from August 2020, but until the election of the Urina Government and Prime Minister, and the political will, there was no...
And not only that, if you really know your day by morning, there are fewer and fewer of them now...

Where did I get that from? Well, from a party that has successfully defended the title of master of all forms of manipulation for more than three decades, and in the media, even after defeat in all elections, it remained a grandmaster.
He now shares the title of undisputed grandmaster with PES. That's why their pre-accession negotiations are going so well, behind which - unlike the negotiations with NSD and DNP - the Brussels envoys stand undisguised...
The naivety of the media, which could not be said to be favorable to DPS, was also undisguised.
It is expected that his televisions and portals do this.
But for everyone else to fall for the marketing trick of a decimated party like that, I didn't expect such naivety...
Vainly typing on the remote control and moving the laptop mouse, everywhere the same...
By 15 p.m., 50 percent had voted through the application...
Until 18 pm 65,67 percent...
By 20:80,18 p.m., 17,77 percent of voters exercised their right through the application, 0,02 percent of voters voted in municipal committees, and XNUMX percent of voters by letter...
As if all half a million voters are going to vote for the state parliament...
And as if DPS can be changed by internal party elections.
The only benefit the public got from this media performance is the bad state of the party, we finally know that there are 23.344 membership cards...
And the members? Almost a third less, 16.835...
How do I know? Well, since it is very unlikely that the remaining 6.509 were without internet today, got a whooping cough or were covered in snow...
And how will the policy of the new leadership differ from that which DPS led under the former president?
- As far as program objectives are concerned, there is nothing much to change - admitted two hours after the application was shut down, the new leader Danijel Živković.
And, extinguishing all hope in the politics of the so-called healthy wing, just confirmed one not only botanical but also political axiom - that the splinter never falls far from the tree...

It seems that even the European Union will not change anything in its carrot and stick policy.
The only thing new is the speed with which, after an unprovoked and unusually long stick for the previous Government, this recent one received the carrot.
If Dritan Abazović immediately after assuming the office of prime minister had announced the entry of the former Front members even in three years, he would have been beaten not with a stick but with poles, almost like the above-mentioned ill-fated saint from the early Christian era...
Milojko Spajić, three months after the first announcement, declared the extension of the Government to "representatives of all the parties that support it" completed and scheduled until spring.
Since DPS does not provide direct support to PES yet, it will have to wait until the fall.
And then, here we have action unity in the parliament just as much as in the early years of the unified DPS, or even more...
With four opposition MPs from Ura, just enough for Andrija Mandić to swear that democracy in Montenegro did not, like Christ, end up on the cross at the age of 33...
PS What kind of aid package from the Development Plan for the Western Balkans can arrive in a package with this support to the prime minister at the summit in Skopje and the intergovernmental conference in Brussels has not yet been announced.
